First, MBNA will be holding a forum for City Council candidates at 7:00 on October 12, 2017 at the Overlake Golf Club. Please plan on attending.
Second, here’s a brief recap as of August 15 on construction highlights from Scott Vander Hyden, the Meydenbauer Bay Park Project Manager, and what to expect in the coming months. The two-month permitted in-water work window began on July 17. Pile installation for the new pier is currently underway and is expected to be complete next week. Pile driving work is on-schedule using the vibration type hammer, however it appears that 2-3 pilings will require the use of an impact “pounding type” hammer to attain proper finished depth, which is expected to take one day and occur late this week or next week. The barge is scheduled to leave within the next two weeks. Shoreline re-grading, utilities installations, in-water sewer line connection, beach house construction and retaining wall work will continue throughout the summer. Work along Lake Washington Boulevard and 99th Avenue Northeast is expected to begin later in the fall and continue through the spring of 2018. Activities will include moving overhead power lines underground, replacing the aging water pipeline and constructing a sidewalk along the south side of the boulevard adjacent to the Park and both sides of 99th Avenue Northeast from Lake Washington Boulevard to the entrance of the Marina. On April 14, 2016 a public hearing was held at City Hall, before an independent hearing examiner, to review the City’s application for the park permits. The Meydenbauer Bay Neighbors Association (MBNA) was considered a party to the proceedings, giving us the right to provide briefs and witnesses and to cross-examine city staff witnesses.
Our seven witnesses raised a number of issues deemed important to Meydenbauer Bay residents, such as noise levels emanating from the park, hours of park operation, park and street lighting, parking for the park, and construction issues such as employee parking, truck routing, hours of work, and noise. Both the city and MBNA submitted pre-hearing and post-hearing briefs to elaborate on the testimony and the issues. On May 20th, the hearing examiner issued his findings and conclusions, He approved the permit applications largely as the City had requested, but with conditions reflecting some of our concerns. He instructed the City to revisit the hours of operation and parking decisions after a year of operations and to modify them if necessary in the light of experience. He instructed both the Park Department and the Traffic Department to consider the lowest levels of park and street lighting possible. He added permit language to limit structure height in the park and to employ staging of construction equipment to avoid impacts on adjacent properties. We consider the Hearing Examiner to have been fair, and we do not anticipate appealing his decision to the City Council. This hearing decision clears the way for final permitting and planning to occur for phase 1, with construction scheduled to begin in mid-July of 2017. Throughout this process MBNA has been assisted by our lawyer, causing us to incur additional legal expenses. The Board has been very active this year working with the City Park Staff and the design contractor in finalizing the design for Phase 1 of the Meydenbauer Beach Park and the art proposed for instillation in the Park.
The City Park Department has applied for permits for Park construction and for approvals from the Army Corps of Engineers, the Muckleshoot Tribe, and the State Dept. of Ecology. The City is now projecting a late 2016 or early 2017 start of Phase 1 construction with a 2017 completion. MBNA is closely monitoring the impact of the Park and its construction on traffic and parking. If needed, our Association is prepared to commission independent studies to verify the City’s conclusion development of the Park will have little or no impact on traffic or parking. The Bellevue Police Department SWAT team and Mercer Island Marine Unit will be conducting training at The Meydenbauer Marina on July 14th 2015 from approximately 12:30 PM until 5:00 PM.
During this time, there will be officers in and around the west end of the marina dressed in Bellevue SWAT uniforms. Additionally, a Mercer Island Police Boat will be in the bay. The training will include the use of life saving equipment deployed by our teams when deployed in and around a water environment. No live ammunition, loud noise causing equipment or explosives will be included in this training. This day is designed to familiarize Bellevue SWAT Officers with safe operating procedures and officer rescues within water environments. Additionally, our department relies heavily on the support of Mercer Island Police Department’s marine unit during these events. We apologize for any inconvenience that you may incur during this training. The Bellevue Police Department is constantly training to provide the citizens of Bellevue with quality police services.
